First, protect people. Immediately clear the pool area and restrict access if visibility or equipment or equipment failure threatens safety.
Next, stabilize conditions and document everything. Test water chemistry, check circulation, and record timestamps and findings in your incident log. According to the CDC's Model Aquatic Health Code, Priority 1 issues need response within four hours.
If you see a chemical spill, large fumes, or an entrapment risk, evacuate the area and call emergency services and licensed technicians immediately.

First 15 Minutes: Immediate Actions, Rapid Tests, and What to Record
Spotted cloudy water, pump failure, or a strange chemical odor? Act immediately. Your top priority is protecting guests and staff while preserving defensible data for regulators or insurers.
We recommend clearing the pool area and restricting access right away when visibility, equipment, or chemical hazards are present. According to the CDC's Model Aquatic Health Code, poor visibility from the deck is an immediate safety hazard that requires closure.
While the area is secured, run a quick mechanical check. Look at pump and filter pressure gauges and check skimmer and pump baskets for clogs. Pressure 8 to 10 psi above a clean starting reading usually means the filter needs backwashing or cleaning.
Rapid water tests to run first
- Test free chlorine first using a titration method such as FAS-DPD or an NSF/ANSI-certified device for commercial defensibility. Use an accurate method so results hold up during inspections.
- Aim for at least 1.0 ppm free chlorine in pools and 3.0 ppm in spas, and take action if levels exceed about 10 ppm. These are standard operational thresholds used in commercial settings.
- Measure pH next and keep it in the 7.2 to 7.8 range for sanitizer effectiveness and swimmer comfort.
- Check combined chlorine; levels above 0.4 ppm require remediation such as breakpoint chlorination.
- If you suspect metals or unusual discoloration, note it and run a targeted metal test or white-bucket diagnostic as a follow up.

- Timestamp the discovery and log who observed it and who was notified.
- Take photos showing overall pool visibility, close-ups of trouble spots, and the equipment gauges at the time of inspection.
- Record initial test results and the method or device used so readings are audit-ready.

Quick leak triage you can run now
To tell evaporation from an active leak, run a bucket test right away. Put a water-filled bucket on a step so the inside and outside water levels match, mark both, wait 24 to 48 hours, and compare drops.
Look for soggy soil, sudden deck cracks, air at returns, or bubbles at return jets while the pump runs. These signs point to underground or plumbing leaks and mean you should limit use until pros arrive.
Short-term measures to protect equipment and structure
Maintain the pool water level to keep skimmers and pumps from running dry. Use temporary underwater epoxy or approved patch kits only as stop-gap fixes and avoid anything that could worsen a structural problem.

For formed fecal matter, non-diarrheal vomit, or blood in the water: remove solids, then maintain free chlorine at 2.0 ppm and pH 7.2 to 7.5 for at least 25 minutes. Record test readings and actions taken.
